But in <strong>Rule of Law (RoL)<\/strong> cooperation, deep-seated assumptions about justice, governance, and development often hinder this transition.<\/p><p>This policy report, developed by THRIVE Institute, explores the tensions between donor expectations and local realities. It highlights how <strong>assumptions about Western legal frameworks, local capacity, and governance structures<\/strong> can slow progress toward <strong>locally-led justice initiatives<\/strong>.
