Global development efforts are increasingly focused on localization—shifting decision-making power and resources to local actors. But in Rule of Law (RoL) cooperation, deep-seated assumptions about justice, governance, and development often hinder this transition.

This policy report, developed by THRIVE Institute, explores the tensions between donor expectations and local realities. It highlights how assumptions about Western legal frameworks, local capacity, and governance structures can slow progress toward locally-led justice initiatives. Without addressing these barriers, localization risks becoming another temporary trend rather than a lasting transformation.
